UK SAG-CS Opinion on Benzophenone-3

On October 24 2024, the Scientific Advisory Group on Chemical Safety in Consumer Products (SAG-CS) published its opinion on the safety of Benzophenone-3 and the conclusions are similar to the opinions of the European Scientific Commitee on Consumer Safety (SCCS) and/or the regulations in force in the EU.

What’s new?

On October 24, 2024, the SAG-CS published its opinion on the safety of Benzophenone-3. Benzophenone-3 is currently used in cosmetic products as a light stabiliser, UV absorber and UV-filter in sunscreen products.

Based on the available evidence, Benzophenone-3 was considered safe for use as a UV-filter at the bellow specified maximum concentrations:

  • Face cream, hand cream and lip products – 6%
  • Body products – 2.2%
  • UV stabiliser in cosmetic products – 0.5%

The SAG-CS also emphasized that a comprehensive risk assessment for children and adolescents should be conducted once sufficient data and a suitable methodology are available.

This conclusions are similar to the opinions published by the SCCS for the European Union (EU) and the regulations currently in force in the EU.

The Scientific Committee on Consumer Safety has issued a final version of the Scientific Opinion on Vitamin A, concluding that exposure to Vitamin A derived from cosmetics can be a concern for higher exposure consumers, and since cosmetics alone do not exceed the upper limit the SCCS cannot suggest maximum concentration limits that take into account contributions from other sources.
