P-Cymene may soon be banned from cosmetics

P-cymene may be banned from cosmetics as its proposed classification as Reprotoxic 1B is under review and is expected to be approved.

What’s new?

In 2022, Sweeden submitted a proposal to the European Chemicals Ageny (ECHA) to classify p-cymene as Toxic to Reproduction 1B. In cosmetics, p-cymene is used as a fragrance and is not currently restricted under Cosmetics Regulation (EU) 1223/2009.

As of January 10, 2025, this classification decision is still awaiting an opinion from the Committee for Risk Assessment (RAC).

We will continue to monitor this procedure and provide updates. However, it is expected that this new classification will be approved, and p-cymene may soon be prohibited for use in cosmetics, which would have a significant impact on the cosmetic industry.

The European Commission has published the Commission Regulation (EU) 2022/1531, which amends the Regulation (EC) No 1223/2009 as regards the use in cosmetic products of certain substances classified as CMR, by adding new entries to Annex II and Annex III and revising an entry in Annex V.

SCCS Revision of the Scientific Opinion on Vitamin A

The Scientific Committee on Consumer Safety has issued a final version of the Scientific Opinion on Vitamin A, concluding that exposure to Vitamin A derived from cosmetics can be a concern for higher exposure consumers, and since cosmetics alone do not exceed the upper limit the SCCS cannot suggest maximum concentration limits that take into account contributions from other sources.

SCCS consultation on opinion about Salicylic Acid

Butylphenyl Methylpropional (Lilial) ban in cosmetics comes into force in Great Britain

Due to its classification as toxic to reproduction, Butylphenyl Methylpropional is prohibited in cosmetic products placed in the Great Britain market as of December 15, 2022.

Regulation (EU) 2022/2195 – Updates to cosmetic ingredients use requirements

Commission Regulation (EU) 2022/2195 of November 2022 amends Regulation (EC) No 1223/2009, restricting the use of BHT, Acid Yellow 3, Homosalate, HAA299 and Resorcinol, in cosmetic products.

French labelling requirement for leave-on products containing Phenoxyethanol repealed

Ingredients: PHENOXYETHANOL

The EU Court of Justice repealed the French requirement for the labelling of the precautionary measurement “Not to be used on the nappy-skin area of children under 3 years of age” on leave-on cosmetic products containing Phenoxyethanol. Therefore, the labelling restriction related to Phenoxyethanol is officially not mandatory for products imported into France.
