What’s new?
On the 14th of January 2026, the European Commission formally submitted a request to the Scientific Committee on Consumer Safety (SCCS) to conduct a comprehensive safety assessment addressing aggregate exposure to Salicylic Acid from various salicylic esters used in cosmetic products. This request follows a call for data that concluded on July 1, 2025.
The request stems from concerns that have arisen over the potential overexposure of consumers to Salicylic Acid from various salicylates used in cosmetics, which may undergo metabolic conversion to Salicylic Acid after dermal application. These salicylate esters include cosmetic ingredients used as UV filters, fragrance ingredients, and emollients. While the SCCS has already provided opinions on individual salicylates, the committee has noted that the potential aggregate exposure to salicylic acid derived from multiple esters could be of relevance for the overall risk to consumers.
What now?
The SCCS is specifically requested to address the following issues:
- Whether aggregate exposure to Salicylic Acid is safe for adults;
- What is the maximum safe concentration for aggregate exposure;
- Concerns about other Salicylic Acid-releasing compounds, besides the esters already regulated in the Annexes to the Cosmetics Products Regulation.
Preliminary opinion expected within 12 months following standard SCCS evaluation procedures, with public consultation period.
