UK SAG-CS Opinion on Octocrylene

On October 24 2024, the Scientific Advisory Group on Chemical Safety in Consumer Products (SAG-CS) published its opinion on the safety of Octocrylene and the conclusions differ from the opinions of the European Scientific Commitee on Consumer Safety (SCCS) and/or the regulations in force in the EU.

What’s new?

On October 24, 2024, the SAG-CS published its opinion on the safety of Octocrylene. Octocrylene is currently used in cosmetic products as a light stabiliser, UV absorber and UV-filter in sunscreen products.

Based on the available evidence, Octocrylene was considered safe for use as a UV-filter in cosmetic
products up to a maximum concentration of 10% individually or in combination.

The SAG-CS also noted that a complete risk assessment for children and adolescents should be carried out when sufficient data and a suitable methodology are available.

What now?

These conclusions by the SAG-CS differ from the opinions published by the SCCS for the European Union (EU) and the regulations currently in force in the EU.

In the EU, Octocrylene is restricted to a maximum concentration of 9% in propellant spray products and 10% in other products.

The UK Office for Product Safety and Standards (OPSS) have reviewed the requirement to label the product with the UK Responsible Person and have decided to extend this transitional provision for a total period of five years, until 31 December 2025.
