On october 25 2024, the Scientific Committee on Consumer Safety (SCCS) published a Final opinion on the safety of HC Yellow No. 16 in hair dye formulations.

What’s new?

Based on the data provided, the SCCS considers HC Yellow No. 16 (B123) to be safe when used as an ingredient at a concentration of 1% in oxidative hair dye formulations and 1.5% in non-oxidative hair dye formulations, considering the specifications of the new commercial batches detailed in submission file II.

These conclusions are aligned with the SCCS’s previous preliminary opinion in August 2024.

Following the request from the EU Commission for a scientific opinion on the hair dye Sodium Bromothymol Blue (C186), on October 2022 the Scientific Committee on Consumer Safety (SCCS) issued a preliminary opinion. In light of the data provided, when used in non-oxidative hair colouring products up to a maximum on-head concentration of 0.5%, the SCCS is of the opinion that the complete safety of Sodium Bromothymol Blue could not be assessed.
