What’s new?
On the 2nd of February 2026, the Scientific Committee on Consumer Safety (SCCS) adopted its final opinion on the safety of three Prostagladin Analogues: Methylamido-Dihydro-Noralfaprostal (MDN), Isopropyl Cloprostenate (IPCP) and Dechloro Dihydroxy Difluoro Ethylcloprostenolamide (DDDE), ingredients intended to be used to promote the growth of eyelashes and eyebrows. The preliminary opinion was open for comments until August 18, 2025, and considering the information received during the commenting period, the SCCS released its final opinion with a slight rewording in the final conclusions.
This assessment was requested due to ongoing industry efforts to demonstrate the safety of Prostaglandin Analogues following the German Federal Institute for Risk Assessment (BfR) alert in 2018, which highlighted health risks associated with eyelash growth treatments containing these substances. Based on potent pharmacological activity and the lack of data excluding potential reprotoxicity, the SCCS concluded that these ingredients are not safe for use.
What now?
The European Commission will likely amend Annex II of the Cosmetics Regulation to include these ingredients, with typical transition periods of 18-24 months for compliance.
